WOOP Goal Setting

GOAL SETTING TOOLS

A four-step framework that builds a goal, names the best outcome,
surfaces the obstacle, and creates a plan.

Where This Tool Helps

Most goal-setting frameworks stop at intention. WOOP doesn't. The Obstacle step is what separates it from a wishlist. By explicitly naming what will get in the way — including internal obstacles like habits, fears, and competing priorities — the framework forces a realistic assessment before commitment rather than after the first setback.

The sequence matters. Wish first (aspirational), then best Outcome (motivating), then Obstacle (honest), then Plan (actionable). People who skip to the Plan without sitting with the Obstacle tend to write plans that address the easy parts. The most accurate obstacle is usually not external — "my schedule is too full" — but internal: "I avoid difficult conversations" or "I let urgency override importance."

The steps below walk through how to work each section.

How to Use This Worksheet

  1. Write the Wish as a specific, meaningful goal — not a vague aspiration. "Improve my executive presence" is too broad. "Speak up in the weekly leadership meeting at least twice per meeting" is specific enough to act on.
  2. Describe the Outcome as the best possible result — not the most likely one. Let this be motivating.
  3. For the Obstacle, ask: what within me stands in the way? The external obstacles (time, resources, others' behavior) are real, but they are harder to act on directly.
  4. Write the Plan as an if-then statement: "If [obstacle happens], then I will [specific action]." This format is more actionable than general intentions.
W Wish

What is my most important wish? What would I like to achieve?

O Outcome

What would be the best thing to come out of this?

O Obstacle

What will get in the way? What within me stands in the way?

P Plan

What can I do to overcome this obstacle?
